The company was formed in 2002 and is jointly owned by the County Hall Management Company (N&S) Limited and County Hall Management Company (Courtyard) Limited; the two companies set up by developers Frogmore and Galliard to manage the estate.

All owners are automatically shareholders of one of these two companies. CHMCL has a board of six apartment owner/directors representing the interests of both North/South and East/West Blocks.

The board is responsible for the management of the estate and executes this role through the appointment of a firm of managing agents, presently held by Rendall & Rittner Limited. There is an Annual General Meeting, usually in October, which all owners are entitled to attend.
